Exactly. The paragraph for sprinkler piping is there as the only one permitted. I have switched to a sleeve around the penetration pipe extending past the "dedicated space". This satisfies the requirement in most places. I do not believe in shields as they obstruct water. After all, what if it is the panel on fire.
