Who needs opinions when you have definitions and explanatory material: NFPA 13 2013: 3.9.1.13 Expanded (Foamed or Cellular) Plastics. Those plastics, the density of which is reduced by the presence of numerous small cavities (cells), interconnecting or not, dispersed throughout their mass.
