Who needs opinions when you have definitions and explanatory material:
NFPA 13 2013:
3.9.1.13 Expanded (Foamed or Cellular) Plastics. Those plastics, the density of 
which is reduced by the presence of numerous small cavities (cells), 
interconnecting or not, dispersed throughout their mass.

NFPA 13 2013 Handbook see page 125, the AHJ FAQ in the top right corner 
explicitly addresses water bottles as not expanded plastic as well.
