Ya I agree, but when I sit down with plan reviewer, fire marshal , 3rd party
review/FPE and the clients I'd like to say that everyone on the sprinkler
forum board agreed with me. Thanks for pointing out the AHJ FAQ, I forget
those are there sometimes......that basically makes this a closed case.

NFPA 13 2013:
3.9.1.13 Expanded (Foamed or Cellular) Plastics. Those plastics, the density
of which is reduced by the presence of numerous small cavities (cells),
interconnecting or not, dispersed throughout their mass.

NFPA 13 2013 Handbook see page 125, the AHJ FAQ in the top right corner
explicitly addresses water bottles as not expanded plastic as well.
