Well, we got some input that follows with as I expected.
Tyco could not provide a definitive answer. Viking Technical Services
said they needed to research and would call back, but they never did.
AFSA provided an informal interp that follows as I was expecting. The
short version is that it needs to be a rigid material. There are
several reasons why the vertical hanging batts would not be applicable.
Thanks for all of those that contributed. Again, another reason why
these forums are so beneficial.

That requirement has been in the standard since 2002. It was further clarified
in the 2007 edition. I don't think it has changed since 2007. The CC3
sprinklers are relatively new to get the 16' spacing. Used to be max 12'
spacing 144 sq ft with the Viking COIN and Tyco CC1/CC2.
