That's pretty much the issue now isn't it? In most of the jurisdictions where 
we work, if the work is divided as we are discussing, then to hydrostatic test 
and two flushes are required. The problem for the owner is when a leak occurs 
or some sort of inspection card goes missing, and then you have two different 
contractors pointing their fingers at each other.

In Puget Sound I've seen sprinkler (overhead) contractor providing a brand name 
stainless product that extends a couple feet outside footing, that the 
underground contractor installs as part of their work.
