The one thing the original question has pointed out to me, is how
differently things are done across the country. Some items that are not done
in some parts of the country can be standard practice in others.

Again, in WA State, the Level U does all the underground tests and cert,
although the sprinkler cert includes authority to do this work. Only a
couple contractors in Puget Sound do the underground as a normal part of
their scope of work.
