I would suggest that the thinking for hotel/motel uses only was that temporary stay occupants wouldn't have opportunity to install significant amounts of combustible materials into a bathroom. However home/apartment occupants do. As a Fire Official, I've seen some pretty significant fires originating within, and consuming, bathrooms (think candles, lots of furnishings, including wicker towel shelving units, etc.).
