The TC intentionally restricted the allowance then said hmmm we seems to be 
standing in a pile of manure and despite it being embarrassing reversed their 
decision the next cycle.  I applaud not allowing the ego (aka avoidance of 
embarrassing actions) to dictate their course of action.

So for those working with the 2013 edition, discuss the equivalency rule based 
on the 2016 edition for current jobs.
