This rule is for actiavation so it is the position of the bulb that matters, 
not the deflector orientation, just my two cents.

Can the rules of NFPA 13, 2013 ed., 8.8.4.1.1.4(B)-see also Figure 
A.8.8.4.1.1.4(A) be applied where the low sprinkler is a pendant in a soffit 
and the high sprinkler is a sidewall?

It reads “Where the distance between the upper ceiling and the sprinkler 
deflector is less than or equal to 36 in., the sprinklers shall be permitted to 
be spaced as though the ceiling were flat, provided the obstruction rules and 
ceiling pocket rules are observed.”
