Securing it when laid on the chord isn’t as easy to do.

Staying below the vapour barrier is something else you may want to consider 
(oops…vapor).

While figure a.9.1.1(a) shows it through the joist, the caution seems to be 
what they are driving at. It can be run above joists if the insulation can be 
secured to maintain protection.
