Like Roland says ~velocity is self-limiting~ meaning you can get it going as 
fast as the supply pressure allows.
The only "20" I have heard cities concern themselves with is city water 
residual pressure in their pipes.

We have a situation where half of a building is exposed expanded plastics on 
rack storage and the other half is storage on pallets of exposed expanded 
plastics. With the pump we need the pipe is large on the rack side (8” mains 
and 3” branchlines) on the pallet storage its 6” mains and I can get down to 
1.5” branch lines but it jacks the velocity up to around 30-35 in the 1.5” 
pipe. I don’t believe NFPA has a standard on velocities in pipes  but I know a 
lot of cities don’t allow over 20 ft. per second. What’s a good bench mark not 
to go above? I feel a Brad explanation coming with lots of math…….
