I trace over non vector PDFs but for vector PDF's I use the following with really good results. Both free programs - might have to google them: Both are needed for the conversion.
Ghostgum GS View 4.9 Ghostscript 9.18 When both are installed you run Ghostgum GSVIEW and open your PDF. EDIT> CONVERT TO VECTOR FORMAT >Format: DXF There's two DXF options - I have best results with the one that states: DXF_S: CAD EXCHANGE FORMAT WITH SPLINES Sometimes you get lucky and there's a lot of layer info in the original PDF which gets converted to different layers in the DXF file. Most times everything will convert with two or three layers available. I hope that helps.
