I know that AutoCAD 2017 edition has the ability to import PDF and convert to DWG. If you have the latest version, it works really well. I'm not sure of early versions.

When both are installed you run Ghostgum GSVIEW and open your PDF.

There's two DXF options - I have best results with the one that states:
DXF_S: CAD EXCHANGE FORMAT WITH SPLINES

Sometimes you get lucky and there's a lot of layer info in the original PDF which gets converted to different layers in the DXF file. Most times everything will convert with two or three layers available.
