areas of construction that can be entered via openable panels, doors hatches, 
or other readily movable elements (e.g., ceiling tiles).”

I’d have to argue the “everything is doable” notion also ☺.

Another question, if it is a concealed space, how do you know they are there 
and what age? Head box is one way, but very unpredictable..

I would say “no”. I have installed many combustible concealed space heads that 
are hard to reach.
