The revision to NFPA 13 Steve Leyton referred to first appeared in the
2010 edition of the /California Fire Code/, in Chapter 47 of that
document, which identified which editions of various standards were
applicable in California, and provided revisions to those standards.
Here are snips from that section, taken from pages 551 and 552.
The same text was contained in Chapter 80 of the 2013 and 2016 editions
of the CFC, and the exact same text is now in Chapter 80 of the
/California Building Code/ as well.
So it appears that the limitation in California has been in place since
2011, when the 2010 CFC/CBC became law.

Our esteemed State Building Standards Commission has amended NFPA 13 to exclude
the quick response area reduction for ordinary hazard. We also have an
amendment that when a reduction is taken, the design area shall be 7 sprinklers
minimum and not 5.

You may care to review the four requirements for using the Quick Response Reduction (Is that 11.2.3.2.3?) One of the "Design Advantage" strategies is to use the QR Redux in Ordinary Hazard and this can significantly affect the cost of a system. Yo.

Also, just a "heads-up" but in California you can only take that

Regarding AHJ code interpretation issues, my experience is that an
informal interpretation from NFPA will resolve almost all issues.
They can be obtained fairly quickly by contacting NFPA. The only
exception would be where the local AHJ has specific requirements over and above
NFPA code.
