A client of mine is trying to set up a water test and an official said that 
their proposal is not acceptable because the hydrants don't meet the "300 ft 
rule". Apparently something about hydrants used for a test cannot be any closer 
than 300 ft. I have not heard of this and could find no reference. Is this a
