The last problem I had like this Richard was in Reno, 1979.
A Corp of Engineers guy told me I couldn't use toggles in precast
hollow core concrete panels because it wasn't metal lath and plaster.
Since then though it seems like all the AHJs i deal with get smarter
every year.
