Yes, cooking oil is typically a class IIIB combustible.  The MAQ has no bearing 
on the sprinkler design.  The density chosen should be based on the hazard 
present not the building occupancy unless there is specific code language 
dictating a design criteria as it relates to a very specific building occupancy.

Depending on the quantity (typically anything over 5 gallons), there may be 
need for this area to be protected by an EHI or EHII system.  Look up the 
definitions for OHI versus EHII regarding flammable and combustible liquids.  
They shouldn't exist but in small insignificant quantities in an OHI occupancy.

Add to the fact that cooking oil is a non-miscible liquid (floats on water, 
won't mix) and an OHI becomes little more than a building decoration.

So first, this a combustible liquid not flammable, there is a distinct 
difference. It would also be helpful to know what the volume is of what is in 
use and/or stored and what type of containers is this material in.  Then go to 
NFPA 30 and see where it directs you as far as sprinkler design in the area.

building codes would limit to not more than 13,200 gallons before changing to 
an H use group.  If the containers are metal, then no issue.  If they are 
plastic (prohibited for class I flammables and class II and IIIA combustible 
liquids), then more consideration should be given to density, particularly if 
the containers were to remain exposed/unprotected from persons or adjacent 
vehicles (think car fire exposure, etc.).

Cooking oils are being stored; per the specs I was provided the tanks meet the 
requirements of NFPA 30 (2015) and Chapter 19.7 of the 2015 IFC. As for the 
existing system, the garage was designed for an ordinary group 1 and is 
protected with a dry system. The initial fear from my service side was that 
this would require the system to be re-calculated for an extra hazard (and 
thus, completely reworked based upon the density).

My hope is that an enclosure in accordance with NFPA would be sufficient but I 
am still trying to gather more information before I approach the AHJ.

above; the restaurant has (2) exposed flammable liquid tanks in the garage
