For what it's worth, NFPA 291 is not a standard, it's a "recommended 
practice", also in most jurisdictions it's not adopted as a law/rule/etc. 
Also the only "body" material in NFPA 13 (and 24) states the volume and 
pressure are to be determined from waterflow test data or other approved 
method.  I would track down whether or not it's enforceable at all and go 
from there to fight that fight.  A letter from the FD that did the test 
might go a long way as well.

Hello Forum,
I have an odd situation that I haven't come across before.  We requested a 
water test and received a water test from the fire department for a 
project that incorporated a private hydrant.  The test was performed on 
the private hydrant but since there was only a single hydrant on the 
private side of the water supply, the fire department placed the static 
and residual gauge on the #4 test cock on the discharge of the containment 
backflow preventer.  I don't see an issue with this, but it was flagged in 
plan review and the plans were rejected based on the fact that the test 
was not done in an approved manner, since NFPA 291 never references using 
any other outlet for a static/residual reading.
Has anyone worked through this, or possibly have a reference I can point 
the plan reviewer to other than the obvious "it's just static and 
residual"?
