I think section 8.15.1 is what you are looking for (at least in the 2013 or
2016 editions).  The most common way I have seen to avoid installing
sprinklers in this area is to fill it with noncombustible insulation.  If
this was a NFPA 13R building, you would not need to install sprinklers in
this space.  Be careful applying NFPA 13R to a building, as this is
something the Architect/EOR must decide, and it depends on much more than
if it is a residential building 4 stories or less in height.  Also, if you
apply any of the rules that would omit sprinklers from 8.15.1, be sure to
check 11.2.3.1.4 to see if you need to increase your design area(s) to
3,000 square feet.
