Brian,
Based on my cursory reading of that section of the 2018 IBC, I'm also
looking at 903.3.8 and the supporting section which indicates that a
limited area sprinkler system is permissible if:
* No more than 6 sprinklers are served in any single fire area
* The occupancy hazard is either LH or OH1
* If the building has a standpipe, the limited system should be
supplied from the standpipe, if not, it is to be supplied from the
plumbing system, provided the system can simultaneously supply
domestic and sprinkler demands.
* If you need a control valve it has to be indicating type, and
supervised or secured open
* Hydraulic calculations can be performed to show the demand can be
met by what has been installed.
Those are my thoughts.
