Rick,

As an AHJ, we agree with all of your assessments.

Hose should not be attached to these outlets. Not unless facility personnel
are trained in their use and provided with PPE.
Under any substantial fire condition, visibility will be impaired and it
will be difficult for firefighters to locate these outlets. In our
jurisdiction, our firefighters will always stretch hose lines from their
engines.
The only potential use for these outlets would be for overhaul operations.
However, if we have stretched our own hose lines into the building, it's
unlikely we would utilize these connections under any condition.

Another consideration is the fact these are 1.5 inch connections fed from
the sprinkler system supply. A high pile storage warehouse fire can
challenge even the most robust ESFR system.
We would never utilize these connections during a fire event in the fear
that we might impair the operation of the fire sprinkler system. (How many
buildings have been lost over the years when the fire department stole
water from a fire sprinkler system which was controlling an incident?)
We will always bring our own water, from hose lines stretched from the
exterior, in order to supplement the fire sprinkler system, and not to
compete with it for the available water supply.

*For the reasons stated above, in our jurisdiction we do not allow these
connections in new construction. And will ignore any installed in existing
buildings*.

Respectfully,

Mike Slaughter
