For at least the last 15 years there are several water purveyors in San Diego County who do not permit a physical flow test to be performed, except under very limited and infrequent circumstances.

For the most part these purveyors have performed computer modeling in-house to develop the supply curve for sprinkler, standpipe and private fire hydrant systems.  There are also several civil engineering firms who've done such modeling which has been accepted in support of various construction projects by these purveyors.

I don't remember the names of these programs, however one water district issues the results of such modeling on their letterhead for use.
