I still struggle with them being a deficiency. If the building has not changed occupancy, then there is no need for hydraulic information on a 25 inspection.

NFPA 25 addresses the need for this sign/information in ยง5.2.5 (2023 ed). And some of the "enhanced content" on NFPA Link to this section that this is to be noted as a "deficiency", although it is a "noncritical" deficiency as it doesn't impair the ability of the system to function in a fire.
