There's a picture in the handbook that looks pretty similar to your 
arrangement, but unfortunately it doesn't clarify if it is a single- or 
double-row rack.

I think you at least have a good argument for considering it as a single-row 
rack. I wish I could be more helpful, but when it comes to tire storage, I'm at 
more of a Motel 6 level.

This particular project, the tire storage falls within the definition of 
"miscellaneous tire storage" providing the racks are single-row .  Table 
4.3.1.7.1 doesn't have a category for double-row racks for heights greater than 
 5'.  The difference in design criteria is significant.

The handbook says a longitudinal flue space is minimum 6" and max 24".  With 
larger tires in this rack, there won't be 6", so is that space really a 
longitudinal flue space?  Thus my search for higher knowledge.  Normally I'd 
settle for someone who stayed in a Holiday Inn Express, but that's my line, so 
. . .

I would say you should treat that as a double-row rack because it looks like 
"single-row racks placed back to back" and because it looks like there is a 
longitudinal flue space and the definition for single-row racks states "racks 
that have no longitudinal flue space...".

If it's tire storage though, does it matter? That looks like rubber tire 
storage, on-tread, in a fixed rack without solid shelves.

If the overall width from outside of left row of tires to outside of right row 
of tires is 6' or less, is this a single-row rack or a double-row rack?
