You can do searches of the NFPA Standards for free on the NFPA.ORG website.

There are exceptions noted within NFPA 13/24 that allow non-PIV type valves.

Now, a local jurisdiction can require control valves to be PIV type.  So you 
need to ask where the AHJ’s requirement originates.

We are trying to remove PIVs, and install a main control valves at risers. AHJ 
is saying we must have a PIV. Also, we have BFPs before the PIVs. Can anyone
