Ceiling over 55’ your only real option is in racks. Only issue is how you sell sprinkling the shell unless you just call it low pile storage and do a hazard group design. Since you technically can’t put an ESFR design in and call it acceptable without the “virtual floor” of scheme A once the racks are in.
