One solution is to comply with NFPA 13 Section 25.7 “In-Rack Sprinkler Protection Options Independent of Ceiling-Level Sprinklers.” This requires solid horizontal barriers, including a top barrier. Then install Ordinary Hazard Group 2 at roof level, which otherwise limits storage to less than 12-feet.
This requires a design level resolution and sprinkler resolution.
