AFSA MOVED HEADQUARTERS
AFSA has moved its headquarters to a new location in Dallas, TX. The
new address is 12750 Merit Drive, Suite 350, Dallas, TX 75251.

SPRINKLER AGE MAGAZINE TRAINING ISSUE/NEW APPRENTICE BOOK RELEASE
Check out the April 2007 issue of Sprinkler Age Magazine. This issue

TEMPORARY STANDPIPES
Temporary standpipes are required for buildings under construction or
demolition where the structure exceeds 40 ft in height above the fire
department access. There are guidelines but all questions may not be
answered, such as the hose reach. Basically, standpipes are
necessary to provide access to water supplies for firefighting
operations. So, as the building height increases, the standpipe must
also progress thereafter to its completed height. This is addressed
in the IBC in section 3311 and also the IFC in section 1413 where
they both state, "Buildings four stories or more in height shall be
provided with not less than one standpipe for use during
construction." During demolition or construction, the standpipe must
be operational no lower than one floor below the highest point of
construction. The sections from each code states, "Standpipes shall
be either temporary or permanent in nature, and with or without a
water supply, provided that such standpipes comply with the
requirements of Section 905 as to capacity, outlets and materials."
Section 905 of each code then indicates the required installations
and also refers to NFPA 14. So, how far do you go in the codes and
standards with a temporary standpipe? Well, that's not all clear.
The IBC commentary indicates that functional standpipes are required
so that fire-fighting capability is available at all times within a
reasonable proximity to all potential fire locations. There is no
indication in either the IBC or IFC of what length is "reasonable
proximity." If there is only one functional stair and a temporary
standpipe is provided, there could be an instance where the remote
portion of the building will be in excess of the 150 ft requirement
in NFPA 14, section 7.3.2.3. This is an indicator that a dialog with
the AHJ should be started and hopefully, at a very early stage. This
will give the responders an opportunity to adjust their procedures or
pre-fire plan to carry additional "high-rise packs" or "standpipe
packs" to be able to reach all areas on the floor of the building.
