TECHNICAL UPDATE

"We are installing a NFPA 13R system for a group home. The water
supply is from a rural water system. The type of master meter they
used is not listed for fire protection service. How are other areas
of the country addressing this situation?"
We have reviewed the 2007 Edition of NFPA 13R that you have
identified as the applicable Code or Standard. Our informal
interpretation is that the meter does not have to be "listed for fire
protection"; it only has to be in compliance with the local plumbing
code.
Unless modified by a local amendment, NFPA 13R only requires that the
water supply to the automatic sprinkler system be in complaisance
with the local plumbing code. This is indicated by the fact that
section 6.6 on Water Supplies does NOT require the underground to be
installed in accordance with NFPA 24 nor does it require any of the
underground components to be listed. The only guidance is in the
Annex section A.6.6.3. It states that the connection to city mains
for fire protection is often subject to local regulation of metering
and backflow prevention requirements. Also the flow characteristics
of the meter are to be included in the hydraulic calculation of the
system. As such, as long as the meter meets the requirements of the
plumbing code (and is large enough to meet the identified sprinkler
demand) it is acceptable.
