REPORT ON COMMENTS FOR NFPA 13, 13R, 13D, 20, and 24

NFPA ISSUES A NEW REPORT ON SPRINKLERS
NFPA has released a new report online at www.nfpa.org; “U.S.
Experience with Sprinklers and Other Fire Extinguishing Equipment” by
John R. Hall, Jr. dated January 2009. The document is 87 pages long
and includes statistics by property type on how often sprinklers are
reported during fires, and their estimated impact in reducing the
average loss of life and property per fire. The report and fact sheet
can be downloaded for free.
WARDROBE UNITS AND CABINETS
Section 8.1.1(7) of the 2007 Edition of NFPA 13 indicates that
furniture, such as portable wardrobe unites, cabinets, trophy cases,
and similar features not intended for occupancy, does not require
sprinklers to be installed in them. This type of feature can be
attached to the finished structure. The furniture is protected by the
sprinkler in the room. So, when placing the sprinkler with regard to
the furniture, the spacing of the sprinkler is measured to the wall
behind the furniture as indicated in Section 8.5.3.2.3. That way if
the furniture or cabinet is removed from the space in the future, the
area of coverage of the sprinkler will still be correct. In addition,
the wardrobe unit or cabinet can violate the 18 in. clearance below
the sprinkler when it is located against the wall. This is addressed
in Annex A. 8.6.6 where it indicates that when shelving is installed
on a wall and is not directly below sprinklers, the shelves, including
storage thereon, can extend above the level of a plane located 18 in.
below ceiling sprinkler deflectors. Shelving, and any storage thereon,
directly below the sprinklers cannot extend above a plane located 18
in. below the ceiling sprinkler deflectors. Although the section
mentions shelves and storage, furniture is also applicable. A proposal
was submitted to address similar issues for other types of sprinklers
such as sidewall and extended coverage sprinklers for the A2009 Report
on Proposals in 13-497 Log #328 and was accepted by the committee.
