If clearance holes are provided in accordance with 9.3.4.3 are flexible couplings still required within 12-inches above and within 24-inches below the floor in a multistory building?" We have reviewed NFPA 13, 2010 edition as the applicable standard. Our informal interpretation is that flexible couplings are required. Section 9.3.2.3(2) indicates that flexible couplings shall be installed within 12-inches above and within 24-inches below the floor in multistory buildings. Note that there is no exception provided to omit flexible couplings in that section when clearance holes are provided. As such, flexible couplings are required above and below the floor even if a clearance hole is provided. Number (3) of this section does provide an exception when clearance holes are provided. It states, "On both sides of concrete or masonry walls within 1 ft of the wall surface, unless clearance is provided in accordance with 9.3.4." Section 9.3.4.5 indicates that no clearance shall be required if flexible couplings are located within 1 ft of each side of a wall, floor, platform, or foundation. This allows the clearance hole to be omitted but does not allow for the flexible couplings to be removed.
