For the calculation I used galvanized piping throughout the system using C =120 as per the NFPA 13 standard. The mechanical engineer refused to allow the C =120 and would only accept C =100. When questioned about the matter he stated that he attended a seminar where it was indicated that the C =120 value for galvanized pipe is the most irresponsible value in the whole NFPA standard and that C =100 should only be used. I reinforced that our NFPA13 standards is the criteria, which we value and design by. I lost the battle and was required to re-do our calculations based on C =100 value. I have been in design for 52 years and have never come against such a comment. Have you heard of such a statement and could you enlighten me?" We have reviewed NFPA 13, 2010 edition that you indicated as the applicable standard. Our informal interpretation is that the C Value for Galvanized (all) is 120 when used for Hazen-Williams calculations. The C values are located in Table 22.4.4.7. Unless there is a written amendment to the standard approved by the governmental body in that jurisdiction, the C value is 120. With that said, there was a proposal for the 2013 edition of NFPA (that is not in effect yet) that addresses this issue in 13-490 and comment 13-315 Log #141 with a Final Action of Accept in Principle. The proposal removes "Galvanized (all) 120" from Table 22.4.4.7. It added a new row "Galvanized (dry systems including preaction) 100" and another row "Galvanized (wet systems include deluge) 120". The committee statement indicated that the TC feels that the corrosion issue is pervasive such that it impacts the hydraulic calculations, not simply the pipe integrity. Internal pipe inspections have revealed that dry galvanized systems have the same level of corrosion as black steel. A comment was also made on this proposal in 13-491 Log #CP316 that added the word "steel" after Galvanized as an editorial revision with a committee meeting action of Accept. Usually, using new requirements not yet in effect will be subject to the approval of the AHJ.
