AFSA Technical Update ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ A newsletter dealing with codes and other technical issues May 30, 2013 ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Recalled Sprinklers "Does NFPA 25 require recalled sprinklers to be replaced?" We have reviewed the 2008 and 2011 editions of NFPA 25. Our informal interpretation is that recalled sprinklers are expected to be replaced. The only guidance in NFPA 25 exists in the annex: A.4.1.4 Recalled products should be replaced or remedied. Remedies include entrance into a program for scheduled replacement. Although NFPA 25 2008 edition has a Section 5.2.1.1.6 regarding replacement of recalled sprinklers, that section was suppose to have been removed from the 2008 edition by an errata. This was submitted as proposal 25-62 and accepted but then rejected by comments 25-10 and 25-27. In other words, it was never part of the official 2008 edition. Although a simple issue (when viewed through the eyes all parties being interested in maintaining the reliability of the fire protection system), one must first recognize that NFPA 25 is written to the owner of the facility with the expectation that the owner will likely hire an inspection service provider (contractor) to perform most of the activities. The contractor is not capable or expected to perform all activities. Although typically skipped over, Chapter 4 is a critical section. As the title of section 4.1 Responsibility of the Property Owner or Designated Representative tells us, this section addresses what only the owner can do. Our guidance in the annex on recalled products is located in this section. Allow me to also say that designated representative is not the contractor but the occupant of the facility that has been given the authority to act overall in place of the owner. When a product is recalled, it is broadly published as required by the Consumer Product Safety Commission (CPSC). The owner's responsibility (as applicable to all other components within their building) is to address this issue when the recall takes place. It's also quite likely that the inspection service provider will inform their clients when recalls happen but it is not the responsibility of the contractor to find these products as part of an NFPA 25 inspection.
