AFSA Technical Update ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ A newsletter dealing with codes and other technical issues July 11, 2013 ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Exterior Canopies "We have a 5-story apartment with Type III construction and protected with NFPA 13 systems. NFPA 13 section 8.15.7.3 permits omitting sprinklers below exterior projections greater than 4 ft wide where exposed finish materials are noncombustible and concealed spaces are protected accordingly (wood trusses entirely filled with insulation). Can sprinklers at the balconies be omitted?" We have reviewed NFPA 13, 2013 edition as the applicable standard. Our informal interpretation is that sprinklers can be omitted from the balconies. First, consider the use under the overhang or canopy. Section 8.15.7.5 indicates that sprinklers shall be installed under roofs, canopies, porte-cocheres, (balconies, decks, or similar projections greater than 2 ft wide, in later editions) over areas where combustibles are stored. The annex for this section indicates that short-term transient storage, such as that for delivered packages, and the presence of planters, newspaper machines, and so forth, should not be considered storage or handling of combustibles. The presence of combustible furniture on balconies for occupant use should not require sprinkler protection. The Sprinkler Systems Handbook commentary also says that combustibles, such as patio furniture, which may be wood or plastic and include cushions, are not sufficient to justify sprinkler protection for balconies that would not otherwise require sprinkler protection. However, judgment is needed, and sprinklers may be justified where the balcony contains combustible loading, such as patio furniture, and where barbeque grills are allowed or other ignition sources are present, such as a furnace located off of, and accessed from, the balcony. As such, if there is no storage under this canopy and the overhang has a noncombustible finish, then sprinklers could be omitted from under it. The next item to address is the concealed spaces in the balcony. Since your application has wood trusses covered with a noncombustible exposed exterior finish, Section 8.15.7.3 would apply. The base requirement is to install sprinklers in the concealed combustible spaces. These are typically attics in these types of installations where sprinklers are required. The exception to this is to have the combustible concealed spaces filled entirely with noncombustible insulation as noted in No. 1. The other two options (Nos. 2 and 3) do not apply since fire sprinklers are not provided and the concealed space is over 55 sq. ft. in area. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ firesprinkler.org [http://r20.rs6.net/tn.jsp?e=001BME1F3w4C9AaPHIUEqvrgi297hMPBl5FYtpISvv4op3Mu6dHaltlkD7f2sVhoP83cggbPvBx3hXpLi9YaXicASvcL0MG73bf1Fcx2QEZsgJi_ygrssEUs2LvvipKMrK9] Hosted by the American Fire Sprinkler Association ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Technical Update is prepared by the Technical Services Dept. of the AFSA: Vice President of Engineering and Technical Services Roland Huggins, a PE registered in fire protection engineering; Phill Brown, a NICET IV certified automatic sprinkler technician and NFPA Certified Fire Protection Specialist (CFPS) and Tom Wellen, a PE registered in fire protection engineering.
