Listing
"We have a project that is using a fire pump that has been FM approved but is
not
UL listed. The AHJ is requesting UL listing information, which we have
requested,
but we haven't received a copy of the UL listing from the pump supplier yet.
Could
Factory Mutual be considered an acceptable organization for purposes of listed
per
Section 3.2.3?"
We have reviewed NFPA 20, 2013 edition as the applicable standard. Our informal
interpretation is that FM is a listing agency and they need to be acceptable to
the AHJ.
Some manufacturers submit only to one agency and others submit to multiple
agencies.
It is common that a product is UL listed and not FM approved (also a listing)
and
vise versa. It's common that they are listed with both agencies. A lack of
listing
with UL does not mean it is an unacceptable product - it is based upon whether
the
manufacturer is willing to pay for multiple agency listings based on economics.
UL is a common listing agency in the United States along with FM Global.
Historically,
FM has been more restrictive on some fire protection components. NFPA 20 does
not
specify a specific agency to list products. The definition of listed is in
Section
3.2.3 as "Equipment, materials, or services included in a list published by an
organization
that is acceptable to the authority having jurisdiction and concerned with
evaluation
of products or services, that maintains periodic inspection of production of
listed
equipment or materials or periodic evaluation of services, and whose listing
states
that either the equipment, material, or service meets appropriate designated
standards
or has been tested and found suitable for a specified purpose." The annex does
clarify that means for identifying listed equipment may vary for each
organization
concerned with product evaluation; some organizations do not recognize equipment
as listed unless it is also labeled. The authority having jurisdiction should
utilize the system employed by the listing organization to identify a listed
product.
NFPA 13 has the same wording. As such, the listing has to be acceptable to the
authority having jurisdiction where they can opt to only recognize UL and not
FM,
although that would be rare.
