NFPA 13R Garages

"We have a NFPA 13R system.  There are garages on the first floor that are 
physically
separated from the dwelling units by a corridor.  There are also apartments over
 the garages.  Since the garages are separated from the dwelling units by fire 
rated
construction, am I required to protect this area with an NFPA 13 system as 
dictated
by Section 7.3.1?"

We have reviewed NFPA 13R, 2013 edition as the applicable standard.  Our 
informal
interpretation is that Section 7.3.1 does not apply.

Section 7.3.1 states: "Garages that are completely separated from the 
residential
portion of the building by fire-resistive construction sufficient to have them 
considered
separate buildings under the local code shall be protected in accordance with 
NFPA
13."  It is typical to have fire rated construction between the parking area and
 the dwelling units.  But in order for Section 7.3.1 to apply, the construction 
has to be sufficient for this single structure to be classified as two 
buildings.
 This is accomplished by the use of firewalls (see Section 706 of the 
International
Building Code).  The wall construction is required such that the collapse of the
 building on either side will not cause the wall to collapse.  They are also 
built
to be vertically continuous from the foundation all the walls way through the 
roof.
 The fact that you have apartments over the garages tells us that this is 
constructed
as separated mixed occupancies and is not built as two buildings.

As to what protection criteria is applicable one could argue that Section 7.3.3 
is appropriate since the garages are separated from each other and individually 
accessed by locked doors.  NFPA 13R does not say the garage is attached to the 
dwelling
unit but that it is accessible from a single dwelling unit.  The fire threat is 
basically the same either way but until the technical committee explicitly 
addresses
this issue, avoid the potential confrontation and treat "accessible from a 
single
unit" to mean that it is also attached to the unit.

Without any doubt, you can use Section 7.3.2 that is applicable for single 
buildings.
 It is still a NFPA 13R system and you must use quick response sprinklers and 
apply
the discharge density, the area of coverage, and the size of the remote area as 
dictated by NFPA 13 (see 7.2.2).  It is only these three items that are taken 
from
NFPA 13.  You do not apply any of the other NFPA 13 criteria such as duration of
 water supply, hose stream demand, or the protection of concealed combustible 
spaces
(see A.7.2).  It also sounds like you qualify to apply Section 7.2.2.1 as an 
option
but verify that you meet all the associated requirements).  A final point is 
that
the numbering system is meaningful and Section 7.3.2.1 is part of the 7.3.2 
criteria.
 As such, the garage doors are not treated as an obstruction and a sprinkler is 
not required beneath them.
