Hangers for Insulated Pipe

May insulated fire sprinkler piping being installed inside of a PVC pipe be hung
from the outside of the PVC instead of the hanger being attached directly to
the
fire sprinkler piping on an under floor fire feed main installation?"
We have reviewed NFPA 13, 2013 edition as the applicable standard. Our informal
interpretation is that the NFPA 13 standard does not specifically address this
application.
Section 8.16.4.1.3 does allow for pipes to be protected from freezing using
insulating
coverings, frostproof casings, or other means of maintaining a minimum
temperature
between 40 Deg. F and 120 Deg. F. Chapter 9 does not address the piping support
for arrangement in your question. The space between the inside of the PVC pipe
and the fire main will be filled with foam insulation. It seems reasonable to
apply the hanger on the outside of the PVC provided it will maintain its ability
to support the pipe and the weight of the water filled fire main. There are
several
issues that this unusual piping installation raises. Chapter 25 requires a
visual
inspection of the pipe during the hydrostatic system acceptance test. The PVC
pipe
and foam insulation would prevent this from taking place. Another issue is that
the fire mains would not be in compliance with Section 6.3.7.10 for pipe and
tube
identification. It requires that all fire sprinkler pipe over 2 feet in length
be visually marked with the manufacturers information. Since this situation is
not specifically addressed by the standard, discuss approval by the AHJ is
required.
