Limited Area System for NFPA 13D

"We were required to do complete drawings and hydraulic calculations on a single
family residence new addition of 104 sq. ft. We are only installing one
sprinkler.
The AHJ refers to limited area systems of the IFC that this is required. Is
this
correct?"
We have reviewed the 2013 editions of NFPA 13, NFPA 13D as the applicable
standards
and the 2015 edition of the IFC as the applicable code. Our informal
interpretation
is that limited area systems can be applied on one- or two- family dwellings.
Section 903.3.8 for limited area sprinkler systems in the IFC indicates that the
systems shall be in accordance with the standards listed in Section 903.3.1.
NFPA
13D falls under this section in 903.3.1.3 and would be applicable for this
application.
Since this is a partial type of system, the code clarifies how to comply by
applying
the applicable Sections 903.3.8.1 through 903.3.8.5. Section 903.3.8.3 says
that
where a limited area sprinkler system is installed in a building without an
automatic
wet standpipe system, water shall be permitted to be supplied by the plumbing
system
provided that the plumbing system is capable of simultaneously supplying
domestic
and sprinkler demands. Section 903.3.8.5 requires hydraulic calculations in
accordance
with NFPA 13. If a control valve is installed between the water supply and the
sprinkler, it should be an approved indicating type that is supervised or
secured
in the open position per Section 903.3.8.4. When referring to the NFPA 13D
standard,
there are no references to limited area or partial systems. Historically, NFPA
13D provided guidance for limited area dwelling systems, but it is no longer
included
in the standard. Thus one is forced to refer to limited area systems addressed
in Section 4.2 of the NFPA 13 standard. The commentary from the NFPA 13
Handbook
indicates that certain codes or local ordinances might permit the installation
of
a partial or limited area sprinkler system. Section 4.2.1 indicates that when
partial
sprinkler systems are installed, the requirements of this standard shall be used
insofar as they are applicable. Thus residential sprinklers can be applied and
should meet Sections 8.4.5, 8.10, and the manufacturer's instructions. As
noted
in Section 4.2.2, the authority having jurisdiction shall be consulted in each
case.
Hydraulic calculations should also meet the applicable sections of Chapter 11.
Since the AHJ did not specify the protection criteria and NFPA 13D is the
applicable
standard, using the criteria from Section 8.1 seems reasonable unless the AHJ
specifies
otherwise. Regarding the complete drawings, NFPA 13D does not require complete
plans. Section 4.5 indicates that documentation shall be available upon request
to ensure adequate water supply, listed devices, and adequate sprinkler
coverage
have been addressed. As such, the requirement for a scaled drawing should be a
written amendment. These issues are worth discussingwith the AHJ prior to
proceeding
since there is confusion on which standard is being applied.
