You can use easy_install with WinPython, but it will become difficult if
you try to install packages that
contain c++ and fortran code, because it is not so easy to install c++
and fortran compilers on Windows.
General suggestion:
Use Linux, e.g. Ubuntu if you want to install a mix of Python, C++ and
Fortran.
