"Change to file base directory" would be more explicitly written "Change* 
global working directory *to file base directory..."  The change happens 
when a file is opened or saved in the editor (assuming you selected 
one/both of the option boxes in the preferences dialog).  That is, if 
you've selected the "when opening a file" option and you open a file in the 
editor, then the global working directory is changed to the directory where 
that file is located.  Similar for the saving option.
