Try changing the where clause to

          WHERE TO_DATE(T.DATEENROLCONFIRMED) < 05-NOV-2003
OR 
          WHERE TO_DATE(T.DATEENROLCONFIRMED) < '05-NOV-2003'
 I can't rememner if you need the quotes or not.
