I, unfortunately, confounded two issues here.  One of them is the
concrete work-plan setout by a student who submitted a Google SoC
program.  It's a great idea, and even though these things have been done
many times, there is no reason why a pedantic, highly-documented version
wouldn't be a useful thing.  This sort of project would help a great
many projects out, including SQLAlchemy.

The second issue is this project's connection to SQLAlchemy and SQL-API,
which frankly, I could care less about.
