Read Ash's reply first if you hadn't.

First off, while Ash replied and said "for those of you who can't view the 
proposal ...", actually you call can view it.  Justin included a copy as a 
"further information" link in the GSOC submission:

Now this doesn't have some comments that followed up, and also there was a 
revision that I'm not sure it includes, but the above is basically it.
