SQLite version 3.14.2 is now available on the website

There are minimal changes to SQLite for this release - some obscure bugs were
fixed and support for the STDCALL calling convention on 32-bit Windows systems
was enhanced. Upgrade only in the unlikely chance that you are having problems.
Bigger changes have occurred on the SQLite website. We are trying to make the
SQLite website more "mobile-friendly". All the same pages are still there.
But in some cases the formatting and CSS has been adjusted to make the pages
"responsive".
As always, please let me know if you encounter any problems in this release.
