Wiki is not really "official" documentation: anybody can edit it. It's community-generated content - often helpful, but sometimes misleading (the same is true for messages on this mailing list). As far as I can tell, it is not moderated nor reviewed by actual SQLite developers. In this case, the person that added this last section is just plain wrong. The rest of the article is not much better - many parts are obsolete and/or grossly oversimplified.
