What I have found most effective is having the ability to moderate the first posts from new users. That way you don't care who joins but do get to filter them out on what they say. You also catch those who have joined the wrong mailing list. If I was in your shoes I would switch to using Google Groups as they do provide the moderate first posts option as well as all the other stuff you would expect from a decent mailing list manager. They are also better at spammers and spam filtering since they have so much of it to work from.
