Generally, this is impossible. For instance, here in Britain every time from 1 AM through 2 AM will occur twice on 30 October 2011. Any function designed to give a unique answer to the question of when in UTC the local time for the UK given as "1.30 AM 30 October 2011" must necessarily be wrong half the time. > How do you guys solve this?
