They're easy to write but you'll find that everyone wants one that works exactly the way they want it. Whatever it is you write for yourself will be so customised for your needs that it's useless for other people. On the other hand, if you put in the great amount of effort to write a general tool and clean it up so other people can use it, it requires enough time that you'll want to charge for your work. Hence the large number of tools out there that aren't free.
