According to this http://sqlite.org/src4/doc/trunk/www/design.wiki SQLite 3
and 4 will be maintained in parallel, since version 4 brings some
fundamental changes that users might not want and/or agree with and
therefore prefer to stick with version 3.

I think that falls into the UNKNOWN category, as I'm sure that one day in
the future if there is sufficient critical mass on SQLite 4 and the version
3 user base is waning plans might be put into place to move the focus and
phase the older version out.
